중동부유럽

1989년 체제전환 이후, 폴란드는 2004년 5월 1일 유럽연합에 가입하였다. 이 문제는 폴란드가 당시 빠른 시일 내에 해결해야 하는 외교정책 과제중의 하나였다. EU 가입 이후9년이 되는 시점에서 폴란드의 외교정책과 유럽연합의 장기 발전비전을 분석할 필요성이 제기된다. 동시에 폴란드와 유럽연합 양자간 향후 관계에 대한 분석과 유럽연합이 폴란드에 대한 기대가 무엇인지에 대한 분석도 필요하다. 폴란드의 대EU외교정책과 관련된 3대 핵심개념은 경쟁력, 연대 그리고 개방이다. 동시에 EU의 대중동유럽국가 정책으로서 동방정책(Ostpolitik)은 PHARE Programme, 유럽근린정책, 동방 파트너십 등으로 전개되고 있다. 폴란드의 국민정체성은 지정학적 위치와 역사적 경험의 영향을 받았다. 따라서 공산체제 종식 이후 유럽에서 폴란드의 위상을 재정립하기 위하여 동부지역국가들에 대한 정책수립이 매우 중요하다. 즉 폴란드는 EU규범의 주도, EU법의 입법조치 및 정보 분야에서 선도적 역할을 수행하려고 한다. 특히 동방 파트너십을 계기로 폴란드는 자국이 지향하는 외교정책을 유럽연합의 공동정책으로 반영시키려는 노력을 경주하고 있다. 

Following the beginning of the political transformation in 1989, Poland joined the European Union on May 1, 2004. It implied that Poland achieved its main strategic objective which was one of Poland`s key foreign policy priorities. After almost nine years of EU membership, it is relevant to analyze the Poland`s policies and its long-term visions of the future development of the European Union. And at the same time now is the time to deal with the question of how future bilateral relations of both sides will develop and finally to ask what the European Union expects from Poland. Three key concepts regarding Polish foreign policies towards the European Union are competitiveness, solidarity, and openness. Furthermore, Ostpolitik, the EU`s policies towards Central and Eastern European Countries, has been changed from PHARE Programme through European Neighbourhood Policy (ENP) to the Eastern Partnership (EaP) up to now. Poland`s geopolitical location and its historical experiences constitute a very influential part of Polish national identity. Poland`s attempt to reconstruct and consolidate its place in Europe after the collapse of communism plays a significant role in formulating its policies towards its Eastern neighbouring countries. Polish decision-makers clearly see Poland`s role in the East as a promoter of the EU`s norms, translator of the EU`s law and an ‘intelligent agent.’ The Eastern Partnership allows Poland to determine the EU`s common policy drawing from Poland`s ‘ideational’ foreign policy principles.
