[경제] A review of Ethiopia’s public sector-led growth model

After several decades of low and erratic growth, Ethiopia embarked on a period of rapid economic expansion from around 2004-05. The robust growth recorded in the last two decades has been led by public investments in physical and social infrastructure. Annual GDP growth averaged 10.2% during 2005-2019, with low volatility (Figure 1). However, growth decelerated to about 6.3% during 2020-2022 due to the impacts of COVID-19 pandemic, conflict and Russia’s invasion of Ukraine. GDP per capita increased from US$162 in 2005 to about US$1,091 in 2022. Poverty declined from nearly 40% in 2005/2006 to 23.5% in 2015/2016 (World Bank, 2020).
