Ratings for the Coronavirus Disease 2019 (COVID-19) Education Response Project for Ethiopia were as follows: outcome and Bank performance was satisfactory, and monitoring and evaluation (M and E) quality was substantial. Some lessons learned included: distance learning efforts require careful design and implementation to avoid exacerbating learning inequalities. Even in emergency contexts, careful selection of government priorities for support is important for project impact. The impactful use of retroactive financing in emergency contexts requires intensive Task Team support prior to effectiveness. Concerted and coordinated community mobilization can be highly effective at supporting reenrollment. Decentralization of implementation has risks, but when well-supervised, it can lead to rapid implementation. In emergency contexts, it is important to have training activities that are designed with flexibility to respond to changing country guidance and conditions. In federal contexts, clear coordination between local and national governments is essential for smooth implementation.
