The ‘Serving People, Improving Health’ Project seeks to improve the quality of health services in selected Oblasts, with special focus on primary and secondary prevention of cardiovascular diseases and cancer, and to enhance efficiency of the healthcare system. The second restructuring was prepared when the COVID-19 pandemic had started, at the beginning of 2020. It had three key objectives: (1) to reallocate between project components to improve the performance of the project; (2) to extend the closing date of the project by 18 months to March 31, 2022; (3) to provide the necessary resources and enable direct contracting of United Nations (UN) agencies on a single-source basis for the emergency response by supporting activities to enhance Government capacity to respond to pandemic COVID-19 response by increasing allocations of component two; and (4) to revise DLI, and introduce additional DLI to reimburse Government expenditures related to COVID-19 in component four of the project.
