During such periods of social development the developed values and valuable orientations can’t be equal to the existing realities, and new weren't created yet up to the end, exactly in such conditions the anomy and deviant behavior most extend. Today to the country deviant behavior of considerable part of the population embodies the destructive tendencies most dangerous. These tendencies must be studied and analyzed.
