The summit between the European Union and Latin America and the Caribbean to be held in Madrid in May 2002 will be an event of importance for biregional relations. In his approach to the summit’s agenda and priorities, the author gives an overview of the long process of preparation, of the achievements of the first summit (Rio de Janeiro, 1999) and of the principal issues in relations between the EU and Latin America and the Caribbean: Mercosur and Chile; Mexico; the San José Dialogue (Central America); the AndeanCommunity; Colombia; and Cuba. He then concludes that the Madrid summit cannot be a mere repetition of Rio in that the institutionalization of the process will, in large measure, depend on the success of this second summit.
