The development objective of the Higher Education Quality Improvement Project for India is to improve student outcomes especially for disadvantaged groups in selected higher education institutions and to increase the effectiveness of the higher education system in Madhya Pradesh. The restructuring entails an extension of the project closing date by 4 months, from February 28, 2022 to June 30, 2022 as per the request received on August 27, 2021 from the Department of Economic Affairs (DEA), Ministry of Finance, Government of India (GOI). The project has lost nearly a year of implementation due to the several lockdowns imposed by the GOI and the GOMP during 2020 and 2021. After the initial extension approved by DEA for 6 months, consideration was given for a further extension of the project for completing all activities including certain critical activities such as new HEI buildings for disadvantaged youth in rural and remote areas of the state, and activities which are part of the institutional development plans of grants supported HEIs to be completed. The extension is also necessary to complete several other DLIs that are partially completed due to closures of HEIs such as tracking of graduates whose examinations were delayed due to the pandemic, HEIs accreditation by the national agency for accreditation, and for carrying out the verification of several DLIs that have been completed but whose verification has been delayed due to HEIs closures.
