Ratings for the Metro Colombo Urban Development Project for Sri Lanka were as follows: outcome and Bank performance was moderately satisfactory, and monitoring and evaluation (M and E) was modest. Some lessons learned included: accelerated project preparation in response to a situation of urgent need should recognize the longer timeline needed for the design and implementation of large construction contracts. Exploring options for lending instruments for large and complex urban infrastructure projects. An integrated approach to flood reduction and urban upgrading should be combined with harmonized institutional arrangements. Ensuring sustainability and functionality of completed interventions under the project requires discussions with and commitment from the agency responsible for operations and maintenance.
