The pandemic presents challenges to infrastructure and economic development but also reveals openings for U.S. leadership to collaborate with allies, development banks and institutions, and the private sector to compete with China as the region seeks to accelerate recovery efforts and diversify its investment and development opportunities post-pandemic.
