There are various kinds of formulas on the way to democracy. In other words, there are different solutions for democratic transition and consolidation. The most important task for political development in Latin America is to eradicate its corruption problems. Latin American countries have built up and maintained democratic procedures in their political process since 1990s. However, power-like and corrupted political elites have prohibited democratic consolidation in Latin American countries.According to Freedom House Indexes, the values of political rights and civil liberty of Latin American countries except Cuba and Haiti range from 1.0 to 5.5 which mean 'Free' or 'Partly Free' political situation. And, the Corruption Perception Indexes by Transparency International have showed serious corruption problems in Latin America since the middle of 1990s. There is a moderate correlation between degree of corruption and level of democratization. Latin American countries cannot achieve democratic consolidation without getting rid of corruption by political leaders.
